THEORETICAL FUNDAMENTALS OF INDUSTRIAL POLICY

The article is devoted to the study of the problem of formation of scientific and methodological bases for the study of industrial policy. The purpose of the article is to form a scientific and methodological basis for the study of industrial policy, given the evolution of the paradigm of industrial policy in the leading currents of economic theory. To solve this scientific problem, general and specific methods of scientific research, such as: analysis, synthesis, deduction, induction, generalization, historical-logical approach and the method of convergence from the abstract to the concreted are used. The article substantiates the need to apply a historical and logical approach to the study of industrial policy, which allows taking into account the multiplicity of historical conditions and manifestations of social relations and economic laws, as well as understanding the logic of their formation and change under various factors. According to this method, the main approaches to determining the nature and role of industrial policy in economic growth, covered in the provisions of the main scientific schools of economics: historical, Keynesian, neoclassical and institutional. It is found that the researchers’ approaches to understanding the basics of industrial policy demonstrate the inseparability of the unity of such institutions as public policy and the industrial market. Based on the analysis of existing paradigms for understanding the essence of industrial policy, the author's exchange of industrial policy as a complex of organizational, legal and financial-economic relations between public authorities and institutional industrial entities, regulated by laws and regulations and aimed at increasing competitiveness of industrial products, profitability of industrial enterprises and innovative development of industrial infrastructure at the national, regional and sectoral levels are formed. It is emphasized that the model of industrial policy, as well as the role of the state and the market in it, depends on the historical formation and existing institutional and economic conditions in the country.
