FORMATION OF THE PUBLIC-PRIVATE PARTNERSHIP MODEL IN INVESTMENT IN CIRCULAR ECONOMY DEVELOPMENT PROJECTS

Abstract

The article examines the model of public-private partnership in investing in circular economy development projects. The circular economy, aimed at the sustainable use of resources, is becoming more and more relevant in the modern world. It has been proven that the implementation of circular economy projects requires significant resources and efforts. Public-private partnerships provide an effective mechanism for attracting investment in the circular economy. The article highlights the key stages of the formation of such a model, including strategic planning, financial incentives, legal framework, communication infrastructure and monitoring. Examples of successful implementation of public-private partnership in the circular economy are provided. The advantages of such a model are systematized, including the joint use of resources, the distribution of risks and ensuring the sustainability of projects. The need to develop an appropriate regulatory environment and involve the public and stakeholders for the successful implementation of the public-private partnership model in the circular economy is well-founded. Examples of successful circular economy projects implemented using the PPP model, the creation of infrastructure for waste sorting and processing, which was implemented through the joint efforts of public authorities and private companies, are presented. This project will help reduce waste, improve the use of resources and create new jobs. The problems that circular economy projects may face and how to solve them through PPPs are highlighted: the complexity of financing and the high cost of new technologies can be overcome through joint investments of the government and the private sector; creation of control and monitoring mechanisms to ensure efficiency and achievement of project goals; the need for broad education and informing the public about the benefits of the circular economy and the role of PPPs in its development; public engagement can provide support and understanding for circular economy projects and help address the social and environmental issues associated with these projects. For the successful implementation of the public-private partnership model in the development of the circular economy, it is necessary to fulfill some key aspects: it is necessary to create a favorable legislative and regulatory environment that promotes the development of the circular economy; effective communication and cooperation between all parties must be ensured.
