Abstract

The article defines the conceptual foundations of state regulation in the energy sector of Ukraine, which are aimed at a clear energy policy of the state; development and efficient functioning of the energy sector is based on a specific energy policy of the state, including overcoming dependence on one supplier of energy carriers, optimizing the mechanism of tax administration, liberalizing energy markets , as well as creating favorable conditions for investing in the development of owls belt technology and alternative energy sources. Without state interference in market relations, none of the highly developed countries could not make its economy environmentally safe, eliminate structural and regional imbalances, ensure the effective development of international economic relations, create a fair distribution system for people's income, operate an effective system of protection of socially vulnerable groups of the population, give impetus innovation shifts, etc. The most common areas of government's influence on the economy as a whole and on the energy sector in particular are pricing, taxation, lending, and state subsidies. The most important tasks are ensuring stable energy supply, development of production (production), energy efficiency improvement and modernization and automation of power plants and main facilities of the fuel and energy complex, which will contribute to strengthening the energy security of the state. This can be achieved by creating market conditions in the energy sector, which requires a change in pricing policy, restructuring of energy companies, improvement of management, the development of competitive markets, attracting foreign investment, etc. Therefore, state regulation in the energy sector should represent activity on the state functions for rational use of energy resources and reduction of energy intensity of the gross domestic product, carried out using the appropriate instruments. Formation of effective instruments of state regulation of the energy sector will improve the functioning of the energy sector of the Ukrainian economy. An equally important direction for further research should be the development of control measures for the implementation of the identified areas of strategic state policy for each sector of the fuel and energy complex.
