PROGRESSIVE MANAGEMENT TECHNOLOGIES IN THE PUBLIC SPHERE

Abstract

The essence of project management and change management as one of the advanced management technologies in the modern world is studied. It is determined that the main tools of project management and change management have not been widely used in practice at various levels of public administration. It is emphasized that managers generally continue to use only traditional approaches. The key elements of “project management” and “change management” are characterized. Modern approaches to the interpretation of the studied scientific categories are revealed. The connection between the management technologies under study and the directions of their use in public administration activities is highlighted. It is represented by a generalized system of interrelation of change management and project management and the process of transition from the current state to the desired one. It is emphasized that it creates and implements changes, features in the public sphere, requires important work and understanding of the process of implementation of changes. It is emphasized that the list of issues related to change management includes functional and decision-making issues. It is emphasized that constant changes create the problem of making effective management decisions, which leads to the creation of a closed cycle of a continuous process of change management. It is defined about the existence of many approaches and tools to improve the organization of work, but it is noted that they can all use one or more parts of the organization (processes, systems, organizational structure, work roles). The key components of ensuring successful management with the implementation of changes are presented. It is proved that project management focuses on tasks to achieve project requirements, change management in the assessment of people affected by the change.
