ADMINISTRATIVE AND LEGAL PRINCIPLES OF FORMATION BY THE CABINET OF MINISTERS OF UKRAINE OF STATE POLICY IN THE FIELD OF EXPORT OF AGRICULTURAL PRODUCTS

Abstract

The article studies the administrative and legal foundations of the formation by the Cabinet of Ministers of Ukraine of the state policy in the field of agricultural exports in the context of European integration, globalization of agricultural markets and the need to ensure food security of the state. It is substantiated that the agricultural sector is one of the key elements of the national economy of Ukraine, and effective state policy in the field of export of agricultural products is an important factor in economic development, filling the state budget and strengthening the international trade position of the state. The normative and legal foundations of the Cabinet of Ministers of Ukraine as the supreme body in the system of executive authorities, authorized to ensure the implementation of the domestic and foreign policy of the state, including in the field of agricultural production and export of agricultural products, have been analyzed. The main administrative and legal instruments for the formation of state policy in this area have been identified, including strategic planning, rule-making activities, coordination of the activities of central executive authorities, mechanisms of state support for exporters, regulatory and control measures. Particular attention is paid to the analysis of modern challenges affecting the formation of the state export policy, in particular the consequences of armed aggression against Ukraine, logistical restrictions, the need to diversify sales markets, adapt national legislation to the law of the European Union and the introduction of international standards of quality and safety of agricultural products. It has been proved that the effectiveness of the Cabinet of Ministers of Ukraine in the area under study largely depends on the coordination of actions of public authorities, the stability of regulatory regulation and the use of modern mechanisms of public administration. Based on the results of the study, a conclusion is formulated on the need to further improve the administrative and legal support for the formation of state policy in the field of agricultural exports by increasing the institutional capacity of executive authorities, developing digital management tools, expanding mechanisms to support national producers and harmonizing domestic legislation with European standards. The proposed provisions are aimed at increasing the competitiveness of Ukrainian agricultural products in world markets and ensuring the sustainable development of the agricultural sector of the economy.
