PROGRAM OF USE AND PROTECTION OF LAND AND OTHER NATURAL RESOURCES AS A MECHANISM OF RATIONAL MANAGEMENT OF LAND OF TERRITORIAL COMMUNITIES (FOR EXAMPLE, THE CITY OF BUCHA OF THE KIEV REGION)

The article is devoted to the necessity of development and implementation at the municipal level of the program of use and protection of land and other natural resources. The author has analyzed the powers of local self-government bodies regarding the adoption and implementation of similar programs.
The possibility of the adoption and successful implementation of the program for the use and protection of land and other natural resources is proved, for example, in the Bucha municipality of the Kyiv region, even though there is no nationwide target program on the use and protection of land and soils.
It is substantiated that the local program of land use and protection is an effective tool for managing land resources for their rational use and protection, formation of areas of land use capitalization taking into account the purpose of land allocation, ensuring of ecological safety of the vital activity of the population, creation of legal, economic, ecological and urban planning mechanisms for the regulation of land relations. etc.
Proposed concrete measures and tools through which it is possible to introduce sustainable land use in the villages, settlements, cities, as well as to significantly increase the capitalization of land resources in compliance with the principle of environmental safety and rational land use.
It is shown on the example of the city of Bucha of Kyiv region that the implementation of the measures provided for in the Program will allow for the redistribution of the land fund for the development of housing construction, small and medium-sized businesses, increase of the share of investment-attractive and ecologically safe land use. Implementation of the Program will increase the revenues to the local budget from improving the economic relations of land ownership and other natural resources, structuring and diversifying land use, improving land registry and land use management tools, and, in general, improving the management of land and other natural resources management.
It is proposed to amend the legislation so that the management of land resources of territorial communities is carried out with the obligatory development of land use and protection programs.
