ACTIVITIES OF THE PATROL SERVICE OF THE NATIONAL POLICE OF UKRAINE AND ITS REGULATORY SUPPORT IN THE FIELD OF PUBLIC PROCUREMENT AND PUBLIC SAFETY

Abstract

The article raises the issue of normative provision of the activities of the National Police. Today, this aspect of the activities of the National Police is quite important, because if the credibility of the new police was initially high enough, then the level of trust has now dropped significantly. There are several reasons for explaining this phenomenon, but one of the main issues is the lack of legal support for the National Police. The analysis in the article shows that there are regulatory acts that were adopted long before the National Police appeared, but they are valid and the National Police officers use them in their activities. This state of affairs shows that the leadership of the National Police and the leadership of the Ministry of Internal Affairs of Ukraine do not pay enough attention to the normative provision of police activity. As a result, they admit a lot of mistakes in their practice, which affects the image of the police as a whole. The author proposed a number of measures that would enhance the effectiveness of the National Police, as well as the normative provision of such activities. The main directions of the propositions are to increase the level of interaction between the National Police and citizens in the field of public order and public security, as well as the use of mass media. However, this link should be active and all the proposals of citizens and the media should be taken into account in the process of preparation of normative documents.

It is also necessary to create appropriate police assistance units, which would also help to increase the level of protection of public order and public safety. To this end, it is necessary to involve citizens more actively in the activities carried out by police officers. Police contacts with the media should play a big role too.
