ON DIRECTIONS AND WAYS OF IMPROVEMENT OF POLICY IN THE FIELD OF PROTECTION OF THE STATE BORDER OF UKRAINE

Abstract

Mechanisms for formulating and implementing state policy in the field of state border security should correspond to the scale and features of immediate challenges and threats to Ukraine’s national security, be effective and fully integrated into the system of international and regional border security. The article notes that the implementation of state policy in the field of state border protection is a rather complex, controversial process, which can be effective if certain requirements for consistent implementation of a number of scientific and methodological, organizational and managerial, regulatory, political, diplomatic and military measures (mechanisms). It is noted that since the proclamation of independence of the Ukrainian state, the issue of state border security has become relevant. In the first years of independence, the priorities of foreign policy were to ensure the international recognition of Ukraine as a sovereign and independent state, the establishment of a single legal status of the state border of Ukraine throughout its length. Also the establishment of equal relations with other countries of the world, the creation of external security conditions of the state, ensuring a presence on the world stage by deploying a network of diplomatic missions. It was emphasized that the constitutional norms on ensuring the security of the state border of Ukraine became the basis for legislative and regulatory regulation of the basics of formation and implementation of state policy in the field of state border protection with the help of relevant state authorities, acts governing the common areas of the state border with all neighboring countries. It should be noted that the protection of the state border of Ukraine is one of the strategic priorities of national security and defense policy, aimed at improving the implementation of state policy in the field of state border protection, ensuring proper border security while maintaining open state border for legal cross-border cooperation. The main priority areas and ways to improve the policy in the field of state border protection are identified, taking into account the requirements of legislation and strategic documents in the field of national security and defense.
