IMPLEMENTATION PROBLEMS INNOVATIVE MECHANISMS OF THE PUBLIC MANAGEMENT IN THE FIELD OF HEALTH PROTECTION

Abstract

In the proposed article, the author researched that the public administration in the field of health care today performs one of the key roles in the implementation of the internal policy of the state, which consists in the adoption of public management decisions to implement the concept of providing affordable medical care to all citizens, without exception . The author found out that at the moment, the reform of the medical industry continues in Ukraine. However, the author found that this process already has certain shortcomings, such as: the impossibility of prompt provision of direct medical care, the dependence of the provision of medical care on the quality of computer equipment, its absence in some patients and the stability of the Internet connection, limitations in receiving medical drugs to privileged categories of the population in pharmacy chains, a low level of preventive measures to reduce the morbidity of the population. The author emphasized that reforming in the field of health care is aimed at modernizing the processes of its public administration and improving the legal support of its state-management relations. But the author researched that, unfortunately, there are a number of negative factors that can affect the results of the implementation of such a reform, reduce the effectiveness of measures and cause dissatisfaction among medical workers and citizens, in particular: insufficient number of specialists, low level of qualification of medical personnel, insufficient amount of medical equipment and its moral obsolescence, the low level of wages and the absence of an effective system of stimulation and motivation, the lack of financial resources, the impossibility of timely provision of medical assistance to citizens. In accordance with the above-mentioned existing problems, the author concluded that the implementation of the process of reforming the existing health care system of Ukraine should take place in both practical and theoretical directions, the coordination between which should be clearly regulated. This, in turn, becomes possible with effective public administration in the field of health care. Unfortunately, the current situation in this area shows that the directions for the implementation of innovative approaches to the field of health care do not correspond to the reality and requirements of the modern world.
