THE POLICY OF INTEGRATION OF MIGRANTS IN THE EU AS A FACTOR OF DEMOCRATIC POLITICAL STABILITY

The policy of integration migrants is considered as one of the two components of the EU immigration policy. Features, evolution, goals, principles and tools of migrant integration applied in the EU are defined. The main risks associated with migration have been clarified. The essence of democratic political stability has been clarified. The origin and development of the policy of integration of migrants in the EU, starting from the summit in 1999 until now, are analyzed. The key principles of the integration policy according to the plan for 2021–2027 are defined. A list of measures supporting the effective integration and inclusion of migrants in the main sectors has been clarified (creating strong partnerships for a more effective integration process; expanding opportunities for EU funding within the framework of the Multiannual Financial Program for 2021–2027; promoting participation and meetings with the host society; expanding the use of new technologies and digital tools for integration and engagement; monitoring progress). The index of immigrant integration was analyzed and it was determined that integration includes six dimensions: navigational, linguistic, political, psychological and economic integration. It is substantiated that a comprehensive approach to the policy of integration of migrants will contribute to ensuring democratic political stability, that is, it will allow democratic structures to quickly respond to changes in public attitudes to ensure the achievement of peace and civil harmony through two-way integration: migrants into the society of the host country and representatives of this country. Such an approach, through the inclusion of a wide range of spheres of society's life (education for training, employment and combating unemployment, health care and social services, etc.) will allow to overcome barriers and, using the joint efforts of governments, to ensure the readiness of the host country's society to accept migrants, cultural and linguistic integration, providing a wide range of rights guarantees to migrants while preserving the foundations of European culture.
