ПОЛІТИКА ІНТЕГРАЦІЇ МІГРАНТІВ В ЄС ЯК ЧИННИК ДЕМОКРАТИЧНОЇ ПОЛІТИЧНОЇ СТАБІЛЬНОСТІ

Розглянуто політику інтеграції мігрантів як одну з двох складових імміграційної політики ЄС. Визначено особливості, еволюцію, цілі, принципи та інструменти інтеграції мігрантів, що застосовуються в ЄС. З’ясовано основні ризики, пов’язані з міграцією. З’ясовано сутність демократичної політичної стабільності. Проаналізовано зародження та розвиток політики інтеграції мігрантів в ЄС, починаючи від самміту 1999 року дотепер. Визначено ключові принципи інтеграційної політики за планом на 2021–2027 роки. З’ясовано перелік заходів, що підтримують ефективну інтеграцію та включення мігрантів в основних галузях (створення міцних партнерських відносин для більш ефективного процесу інтеграції; розширення можливостей для фінансування ЄС у рамках Багаторічної фінансової програми на 2021–2027 роки; сприяння участі та зустрічам з приймаючим суспільством; розширення використання нових технологій та цифрових інструментів для інтеграції та залучення; моніторинг прогресу). Проаналізовано індекс інтеграції іммігрантів та визначено, що інтеграція включає шість вимірів навігаційну, лінгвістичну, політичну, психологічну та економічну інтеграцію. Обґрунтовано, що комплексний підхід до політики інтеграціїї мігрантів сприятиме забезпеченню демократичної політичної стабільності, тобто дозволить демократичним структурам швидко реагувати на зміни громадських настроїв для забезпечення досягнення миру і громадянської згоди через двосторонню інтеграцію: мігрантів в суспільство приймаючої крани та представників цієї країни. Такий підхід через включення широкого кола сфер життєдіяльності суспільства (освіти на навчання, працевлаштування та боротьби з безробіттям, охорони здоров’я та соціальних послуг тощо) дозволить подолати бар’єри та, застосовуючи спільні зусилля урядів, забезпечити готовність суспільства приймаючої країни до прийняття мігрантів, культурної та мовної інтеграції, надання широкого кола гарантій прав мігрантам з одночасним збереженням основ європейської культури.
