DEVELOPMENT OF STATE ADMINISTRATION MECHANISMS FOR PROVIDING PSYCHOLOGICAL SUPPORT TO THE POPULATION OF THE COMMUNITY: REGIONAL ASPECT

The article analyzes the state of development of state management mechanisms for providing psychological support to the population of the community in the field of education, the possibilities of the education sector to create in the institution a holistic system of care for the mental health of all participants in the educational process, and to ensure intersectoral coordination and interaction in this direction of psychosocial support of the population on the example of Bilotserkivska urban territorial community of Kyiv region. It was established that the educational sector of the territorial community has the appropriate social, cultural and scientific potential, therefore the field of education needs the development and implementation of a separate program for the preservation of mental health and psychosocial support of the population of the community, because in this sector it is involved and participates or touches, probably, the largest number of community residents. A number of problems regarding the preservation of the mental health of the population observed in the field of education are highlighted, in particular, the need to create an integrated system of care for the preservation of mental health, the establishment of effective coordinated actions to ensure prevention, promotion and assistance in the field of care for children’s mental health and young people; the need to increase the level of knowledge about mental health in order to timely identify mental health disorders in children and youth and refer them to specialists; the need for the development of appropriate skills in pedagogical and scientific-pedagogical workers to ensure the proper performance of the tasks facing them in the field of caring for their own mental health and children and youth, etc. The main target categories in the field of education, which need the most attention in terms of preserving their mental/psychic health, have been identified, namely: children with special educational needs; children with disabilities; children from among internally displaced persons and members of their families; children who have the status of victims of war and members of their families; children from the families of dead/deceased and active servicemen and members of their families; employees of institutions and educational institutions from among internally displaced persons and members of military families; employees of institutions and educational institutions with a low level of resilience (stress resistance). As a result, it was established that the mechanism of the sectoral regional program will help to increase the effectiveness of the system of psychosocial support and preservation of the mental (mental) health of the population of communities in particular and the state as a whole through the sectoral interaction of all parties: government, education, medicine, the public, scientific institutions, non-governmental organizations , international organizations, etc.
