FORSITE IN THE SYSTEM OF GOVERNMENT IN THE FIELD OF HEALTHCARE IN UKRAINE IN A PANDEMIC: THEORETICAL FUNDAMENTALS

Abstract

Abstract. The purpose is substantiating the algorithm for the use of foresight in the public administration system in the field of health in a pandemic. Formulation of the problem. Problems of anti-epidemic measures aimed at preventing the spread of the COVID-19 pandemic, solving current problems related to material support of the population and business in this period, solving the functioning of medical institutions, centralized procurement of medicines, providing special hospital equipment requires systematic measures related to financing from the State budget, which provides for the rational distribution of expenditures. This is the reason for the need for systematic research to predict and adjust the desired future. In today's socio-economic environment, forecasting and planning continue to play a crucial role, despite the fact that the external environment is becoming less predictable and stable. Forecasts and plans allow to create some predictability of the future, to direct efforts of economic agents on achievement of the chosen purposes, to focus resources within certain priorities. Methodology (research methods). The method of systematization is used in the research to generalize scientific achievements on the problem of formation of foresight, general principles of formation of scenarios of the future. The method of classification and generalization was used to identify and justify the stages of implementation of foresight in the public administration system in the field of health care in Ukraine in a pandemic. The systematic approach made it possible to consider and analyze the foresight system and identify priorities for the use of foresight in the public health system, the method of analysis was used in forming the author’s definition of «foresight in public health management». The article uses a modeling method to substantiate the algorithm for the use of foresight in the public administration system in the field of health care in a pandemic. Results of the research. The author substantiates that in the process of state forecasting of socio-economic development there is a sufficient number of problematic issues that do not allow to properly achieve the goals. Therefore, it is proposed to use foresight in the system of forecasting the future. The article substantiates that foresight involves: first, to form a group of key social agents of change and sources of knowledge; secondly, the aim is to develop a strategic vision and forecast for the future. The focus is on long-term social, economic and technological development; third, the outcome of this group may include scenarios, action plans, priority lists; fourth, the process of foresight, especially in creating connections between people, should help to create a common view of the future, a general picture of the future. The author proposed to introduce the National Institute of Foresight Implementation. The author is expected to analyze the system of public health management in a pandemic abroad, to identify patterns of development of this industry in conditions of uncertainty and globalization challenges and threats in the future.
