APPLICATION OF THE DIGITALIZATION MECHANISM DURING THE ESTABLISHMENT OF AWARDING TERRITORIAL COMMUNITIES

Abstract

The purpose of the research is to determine the main directions of implementation of the mechanism of digitalization and digital technologies in the process of decentralization to create institutionally capable territorial communities. Methodology. To achieve this goal, modern scientific methodology was used, which led to the choice of appropriate research methods. It is based on a systematic approach, which consists in revealing the integrity of the object and the mechanisms that ensure its research, provides an opportunity to consider digitalization as a mechanism for creating capable territorial communities and its connection and interaction with other mechanisms; identify different types of connections of a complex system and combine them into a single picture. In order to identify problematic issues during the application of the mechanism of digitalization and digital technologies in the development of territorial communities, the following methods are used: observation, description, comparison, generalization. General scientific analysis was used during the elaboration of scientific sources and normative legal acts regulating the introduction of digital technologies, digitalization; structural and functional analysis – to identify the studied elements and establish their place and importance in the process of reforming local governments and creating institutionally capable territorial communities. The scientific novelty of the article is to develop practical recommendations for the implementation of the mechanism of digitalization in local governments. For the first time, digitalization is seen as a mechanism for creating institutionally viable communities. The article improves the definition of “digitalization” as a mechanism used to create affluent territorial communities. Conclusions. The theoretical provisions, conclusions, and recommendations proposed in the article can be used in the practical activities of executive and local self-government bodies, stakeholders involved in the reform of local self-government bodies, the decentralization process, and the creation of capable territorial communities.
