TOPICAL ISSUES OF IMPROVING THE IMPLEMENTATION OF THE STATE INFORMATION POLICY OF UKRAINE IN THE CONTEXT OF THE HYBRID WAR

Abstract

The purpose of the research. The article considers directions of legal support of state information policy, and also examines the issue of formulation of actual measures on their provision. After all, in the conditions of modern global information confrontation, destructive communicative influence, collision of different national information interests, spreading of information expansion and aggression protection of national information space and guaranteeing of information security become priority strategic tasks of modern states in the system of information relations. Changes in the global economic and political spheres have led to changes in the technologies of world confrontation and war. Information wars aim to increase public awareness of the enemy state and thus influence the state policy. At the same time, the information policy of modern states has similar tasks: to ensure freedom of information, to promote development of new information and communication technologies, to digitize public relations, to foster openness and transparency in public affairs management. Taking into account the challenges of the present, our state is not what to claim for information domination, but to be present in the world information space is quite difficult. Unfortunately, it should be noted that due to improper legal regulation in the national information space of Ukraine and an increase in the number of national regulators, there has been an increase in the number of negative phenomena that pose real and potential threats to the information security of the person and citizen, society and the state. Methodology. In this connection, the urgent need for the formation and active functioning of a single national regulator in the information sphere of the state, whose activity would be directed at the development of the Ukrainian national information policy, intellectual and skilled reflection of manipulation and propaganda attacks, formation of national-patriotic convictions among citizens of Ukraine, creation of Ukrainian national information space is the basis of national security of society and state. Scientific novelty. The implementation of state information policy should be approached strategically, improving priority directions, redistributing powers of state regulatory bodies, making a correlation between strategic project documents and real administrative and political practice of the state. Priority areas/goals of information policy should be replaced by more practical and relevant long-term ones, while taking into account hybrid aggression. In addition, the basic values and principles within which national legislation should be adapted in the context of a hybrid war are defined. It is noted that the participation of civil society in the development of information space contributes to its expansion, openness and transparency of information. Conclusions. The effectiveness of the state information policy does not depend only on the process of its realization, namely on the efficiency, effectiveness of influence on the Ukrainian population, the key assessment of which is the growth of trust in the people to the authorities, the domestic mass media, positive attitude of the target audience to the work of the Ukrainian government and implementation of reforms, reduction of the level of destabilizing factors in the state.
