EVALUATION OF EFFICIENCY OF INSTITUTIONAL AND ORGANIZATIONAL SUPPORT OF MECHANISMS OF SOCIAL PARTNERSHIP IMPLEMENTATION IN MODERN CONDITIONS

Abstract

The evaluation of the effectiveness of institutional and organizational support of the mechanisms of realization of social partnership in the modern conditions of state formation is carried out. The levels at which social partnership is implemented in Ukraine are analyzed: national level, sectoral level and local level. The role of the Cabinet of Ministers of Ukraine, which acts in the social partnership as a body that manages state property, has been studied. Emphasis was placed on the effectiveness of the establishment of the National Tripartite Social and Economic Council as an advisory body to the President of Ukraine from representatives of the Cabinet of Ministers of Ukraine, all-Ukrainian trade unions and their associations, all-Ukrainian associations of employers ’organizations. Its main tasks are outlined and it is proposed to improve its work by giving the National Council the opportunity to ensure the optimal ratio between the level of wages and prices for goods and services in the country. In addition to the functioning of the commission on legislative activity and minimum state social standards, the expediency of establishing a commission on prices and pricing is emphasized. Legislative conflicts of functioning of the National Tripartite Socio-Economic Council, observance of regulations and provisions of its functioning are considered. The establishment of a tripartite anti-crisis commission within the National Tripartite Socio-Economic Council with the participation of government officials, employers and trade unions is envisaged. It was emphasized that this will help strengthen the national economy, increase the level of competitiveness of domestic enterprises, develop social partnership and strengthen the influence on the formation of socio-economic policy of the state. The main obstacles to achieving effective social partnership in Ukraine have been identified: unresolved, contradictory and free interpretation by social partners of the provisions of Ukrainian legislation in the field of social partnership; non-compliance by the parties and bodies of social partnership with the legislation, due to the lack of mechanisms to control its observance and responsibility for the decisions of social partnership participants both within each party and in the implementation of social partnership on a tripartite basis; unilateral state regulation of social partnership at the national level; monopolization of the right to represent the interests of workers and employers by individual entities within the parties to the social partnership. The purpose of the article. The aim of the article is to study and analyze the effectiveness of institutional and organizational support mechanisms for implementing social partnership in modern conditions. Methodology. In the domestic and foreign scientific literature there is a significant attention of representatives of various sciences to the problems of social interaction. Thus, the problematic issues of social partnership were considered by N. Groshilin, K. Guturyak, V. Davydenko, N. Didenko, A. Kolosok, A. Kolot, S. Protsyuk, V. Skuratovsky, V. Spivak, V. Tsvykh and others. The scientific achievements of these researchers serve as a theoretical and methodological basis for this study. Scientific novelty. The peculiarities and approaches to the activity of the main institutions of social dialogue at the national level in Ukraine are determined, the participation in which is determined on the basis of the status of representativeness. Conclusions. In order to increase the efficiency of trade unions and achieve their goals in the formation, representation and protection of rights and interests in labor, the range of areas and recipients should be narrowed. Concentration of efforts on the main areas of regulation of social and labor relations will effectively protect the interests of employees, and as a result – increase the effectiveness of trade union activities.
