MECHANISMS OF PROFESSIONAL MOBILITY OF PUBLIC ADMINISTRATION PERSONNEL AS AN INDICATOR OF THEIR IMAGE IN CREATING A HEALTH-PRESERVING EDUCATIONAL SPACE

Сlassification of professional mobility, presented in the article, makes it possible to organize various movements from a single position, to present them as separate manifestations of the general process of professional and pedagogical mobility, to determine what kind of mobility provides certain social functions. It was found that mobility can be differentiated into intragenerational and intergenerational. According to the subject, there are individual and group mobility; in the direction – internal and external. Classifications of employees according to their attitude to mobility are shown, which can be divided into the following groups: actually mobile; potentially mobile; actually stable; potentially stable. The purpose of the article is to substantiate the importance of professional mobility of educational entities in the context of educational reform, identify key areas for improving the quality of educational management to European standards and develop guidelines for quality management of educational activities in the European educational space; defining the essence of professional mobility. Methodology. The proposed article analyzes the concepts of mobility, reform, optimization and intensification in education, efficiency and willingness of managers to manage the creation of health-preserving space, management decisions and their impact on the quality of life of all subjects of education: summarizes different approaches to content. and the structure of the concept of mechanism of public administration. Scientific novelty. The use of the concept of mechanisms of public administration mobility in strategic documents for the development of the education system is analyzed. The definition and structural model of the mechanism of state management of the development of general secondary education are proposed. Management of the quality of educational activities in the European educational space; defining the essence of professional mobility of managerial and pedagogical staff and revealing the importance of quality training for the formation of professional mobility in the modern educational space. Conclusions. The mechanisms of professional mobility of the state management of training for the creation of a healthy educational space can be developed on the basis of the humanistic triad of modern philosophy of education “man – education – ecology – pedagogical culture”. It is necessary to create effective mechanisms for public administration of the education system both by establishing new institutions and improving the activities of existing ones. It is expedient to create a number of expert councils at state governing bodies – permanent advisory bodies, the functioning of which will increase the participation of employers of educational institutions, public and professional associations, in making appropriate management decisions on key issues of state mobility mechanisms.
