IMPROVEMENT OF THE INSTITUTIONAL ENVIRONMENT OF PUBLIC-PRIVATE PARTNERSHIP IN THE IMPLEMENTATION OF PRIORITY PROJECTS OF SOCIO-ECONOMIC DEVELOPMENT AT THE REGIONAL LEVEL

Abstract. The most important condition for effective economic development is the anticipatory growth of infrastructure industries. Currently, the main problem of regional development is the lag in the development of infrastructural industries, which can be overcome by using tools of interaction between the state and business, in particular, public-private partnership (PPP). The effectiveness and success of the implementation of PPP projects largely depends on the implementation by authorities of a number of measures that should be standardized, for example, regarding the distribution of responsibilities between partners at all stages of project implementation. In addition, an important point is the consistent implementation of stages and processes of implementation of PPP projects. The main areas of PPP improvement at the regional level are proposed: 1. Strategic planning of infrastructure development and stimulation of the PPP application market. The development of a PPP infrastructure development strategy will allow for the formation of long-term guidelines and goals for the development of the PPP institute at the regional level. In principle, it is possible to combine the process of development of the PPP development strategy with the general strategy of the socio-economic development of the region. This will make it possible to synchronize the efforts of the regional authorities in the socio-economic sphere with measures to involve business in the processes of regional development, on the basis of PPP instruments. Of course, the development of the PPP institute in the region should follow the following directions: – improvement of the infrastructure development management system with the involvement of private capital, forecasting of infrastructure gaps; – taking into account in the system of strategic planning of the development of regions additional requirements for the level of infrastructure development, integration of PPP as a tool of interaction between government and business in the system of development program documents. 2. Improving the quality and efficiency of implementation of PPP projects. Various measures are possible here, but the most important to date is the unification of the methods of co-financing priority social projects, as well as the formation of the practice of implementing such projects with the involvement of business structures in the implementation on a competitive basis. 3. Ensuring the availability of financing for the implementation of PPP projects: – development and implementation of mechanisms for stimulating the use of PPPs in infrastructure sectors; – development of mechanisms for attracting regional investment funds as a source of financing, as well as venture financing; – development of a system of state guarantees for business structures that invest in PPPs with the involvement of credit resources of banks. 4. Development of the regulatory legal framework in the field of PPP. We consider it expedient to prepare amendments to the legislation of Ukraine on taxation regarding the establishment of special features of taxation in the implementation of public-private partnership agreements. The purpose of the article. The purpose of the research conducted in the presented article is to improve the institutional environment of public-private partnership in the implementation of priority projects of socio-economic development at the regional level. Methodology. Taking into account the foreign and domestic experience of providing tax benefits aimed at increasing the investment activity of business entities, it is necessary to introduce into the regional practice the provision of such benefits to enterprises and entrepreneurs implementing PPP projects. The possibility and expediency of creating a special taxation regime during the implementation of public-private partnership agreements should also be considered. During the development of tax benefits, the interests of the budget should be taken into account: – firstly, the provided tax benefits should be effective, which really reduce the tax burden for investors; – secondly, in the long term, as a result of the development of infrastructural objects, the budget expenses should, at least, be reimbursed due to the growth of the tax base from taxes in connection with the creation of the infrastructural object. Scientific novelty. An organizational and management model for the development of the institutional and infrastructural environment of interaction between public authorities, business structures and civil society structures based on public-private partnership (PPP) at the regional level has been developed, which provides for an organizational block (coordinated actions of the regional PPP development center with the relevant department of the oblast ( city) state administration, scientific, expert and business environment), management unit (determination of regional PPP targets in regional, industry, PPP development strategies; monitoring and improvement of PPP legislation; formation and improvement of the PPP information system, assessment of feasibility of project initiation, their financing by the state and a private partner, monitoring and control of implementation efficiency). Conclusions. In general, the mission of PPP at the regional level can be defined as the sustainable growth of investments in significant socio-economic projects while simultaneously creating comfortable living and working conditions, spiritual and creative development of the individual, as well as increasing the welfare of society based on the accelerated development of social infrastructure and increased accessibility. quality of service provision.
