THE DEVELOPMENT OF MECHANISMS FOR THE TRANSFORMATION OF THE SYSTEM OF PROVIDING ADMINISTRATIVE SERVICES IN CONDITIONS OF DIGITALIZATION

Abstract. It was determined that the provision of administrative services requires clear ordering and standardization, which is related to the development and compliance with the system of requirements for the specified services in terms of their degree of compliance with the needs of the population and organizations of various forms of ownership. Officially established standards are a stable basis for the analysis and evaluation of applied digital technologies in the structure of public administration. According to the current legislation in Ukraine, a number of conditions are stipulated by the standards: the official name of the corresponding service; name of the management body providing the service; determination of the nature of the required result of provision; indication of the term and legal basis of provision; the list of necessary documents for submission, which must be divided into two categories: the first - which are submitted by the applicant independently; the second – the applicant has the right to submit on his own initiative within the framework of interdepartmental information interaction. It was established that the set of conditions for refusing to review and analyze documents submitted for obtaining administrative services include: establishing the amount of the fee charged to the applicant upon submission and the methods of its collection; the maximum waiting period in the queue when submitting a request for a service and receiving the result of its provision; the term of registration of a request for the provision of a service; identification of requirements for the premises necessary for the provision of the service; identification of indicators of availability and quality of services. These rules establish the general procedure for providing services, including in electronic form using modern digital technologies. Administrative services are one of the key forms of implementation of the functions of public administration structures, which largely takes place in a digital format. One of the key organizational structures for the provision of services is defined as Centers for the provision of administrative services (Action Centers), which function with the help of enhanced capabilities of information and telecommunication support for the analysis of source information and the provision of services in the form of generalized data, which are provided to citizens and representatives of the business community using a single electronic portal. The purpose of the article. The purpose of the research carried out in the presented article is to analyze and improve the mechanisms of transformation of the system of providing administrative services in conditions of digitalization.
