ANALYSIS OF ASPECTS OF PUBLIC MANAGEMENT OF THE MILITARY SPHERE

The purpose is to analyze the attempts of Hetman Pavlo Skoropadsky to reform the army in the context of the problems of public management of the military sphere. His significant experience as a military man, acquaintance with the highest state structures of Russia and diplomatic circles during his stay at the tsarist court were extremely important achievements that the Hetman used in the work of his government. The methodology chosen for the study was determined by the nature of the goals and objectives set; both general scientific and special methods of scientific knowledge were used. The following general scientific research methods were used in the work: synthesis, generalization of information, induction (separate elements of military management were studied, and then generalized as a whole) and deduction (the state of the object as a whole was studied, and then its constituent elements were studied), logicalanalytical (based on the application of logic techniques in the process of studying the problem). Scientific novelty. The hetman’s attempt to create the Armed Forces of Ukraine, in particular, the Cossack regiments, was analyzed. It was noted that the possibilities for military construction were limited by the German authorities in Ukraine. The miscalculations of the hetman’s administration in the formation of the military sphere with the projection of experience into modernity were characterized. Conclusions. The reforms initiated by hetman Pavlo Skoropadsky became one of the key attempts to modernize the military sphere in Ukraine during the Hetmanate era. His policy was aimed at creating a combat-ready army capable of effectively defending the independence and territorial integrity of the state. An important aspect of these reforms was the increase in the professionalism of military personnel, the introduction of new training standards, as well as the establishment of a more effective system of public administration in the field of defense.
