CURRENT CHALLENGES OF PARLIAMENTARY ETHICS OF UKRAINE

The article considers the main current discriminatory challenges facing the parliamentary ethics of Ukraine. We analyzed the level of ensuring full and effective participation of women and equal opportunities for their leadership at all levels of decision–making in political life on the examples of electoral practice of the parliaments of nine convocations. This is in line with the goals of sustainable development contained in the Resolution adopted by the UN General Assembly on September 25, 2015 ‘Transforming our world: the 2030 Agenda for Sustainable Development’. We have identified a mechanism for equalizing representation in parliament, which is the introduction of gender quotas, which are provided at the national level by the Electoral Code of Ukraine. We have also examined in detail such cases of discrimination that take place in activities of parliamentarians, such as sexism, hidden prejudices, ageism. In this regard, we investigated discriminatory terminology and sources of its fixation at the international and national levels. We analyzed the anti–discrimination legislation of Ukraine and identified its shortcomings. In particular, we found that the legislation of Ukraine does not contain a definition of such a term as ‘sexism’. This term is contained in the current legislation of Ukraine. The article suggests ways to improve national legislation as a regulator of the anti–discrimination factor of parliamentary ethics. With the help of empirical method and content analysis of mass media and decisions of the Committee on Rules of Procedure, Deputy Ethics and Organization of the Verkhovna Rada of Ukraine, existing problems in parliamentary ethics were identified on the examples of parliaments of the last two convocations and suggested ways to solve them in the future.
