Abstract

The article is devoted to a comprehensive study of the development of the personnel potential of the National Guard of Ukraine as a component of state regulation at different levels of management. During which it was found that the personnel potential of the National Guard of Ukraine is a complex multifaceted, regulated by the norms of military and administrative law, a category that is based and changes depending on the administrative and legal regimes, and includes an integral set of quantitative and qualitative indicators (opportunities) of the personnel of the National Guard of Ukraine regarding the detection, repelling, destruction and reduction of negative influence from the aggressor (performance of service and combat tasks as assigned in peacetime and wartime conditions). Based on the results of the study, the author’s vision of the model of the development of the personnel potential of the National Guard of Ukraine as a component of state regulation at different levels of management was formulated, and the factors influencing its formation were also determined. In addition, the scientific approach to the development of the personnel potential of the National Guard of Ukraine has been improved by distinguishing three levels of management implementation: micro-level/tactical, medium-level/operational and macro-level/strategic. The micro/tactical level includes: historical background, «family attitudes», basic knowledge of personnel potential (obtained during school, higher educational institutions, higher military educational institutions); safety conditions for the performance of service and combat tasks (norms of the current legislation); sociocultural development (the degree of development of personnel potential in all spheres of human activity under the influence of a change in the dominant value system). Medium level – professional environment/self-realization (realization of personnel potential through career achievements); the qualification of personnel potential ((personnel/commanders) is formed through the personal attitude of the team/leader to the legal norms of the current legislation and is implemented through their compliance). The macro level is the mentality of society (way of thinking, general spiritual attitude of society); the state policy of Ukraine (the state’s reaction to specific problems of society (or groups in this society), is a principled guide to actions for state authorities in accor dance with laws and social customs). In turn, the levels of interaction between personnel potential, society and the state within the framework of the Model have a formal and informal nature. At its level, the personnel potential (personnel/commanders) is a highly qualified specialist, takes an active or passive position until further development. Such factors as: organization of the workplace, working time resources, professionalism (competence), education, turnover rates of the personnel potential, length of service, average age, health status, influence the level of qualification of the personnel potential of NGU, etc. This approach to modeling the development of personnel potential is useful, especially for risk assessment and vulnerability analysis of the recruitment system (personnel/commanders). In order to increase the efficiency of the model of the development of personnel potential of the National Guard of Ukraine as a component of state regulation at various levels of management, it is advisable at the macro level/strategic state leadership to strengthen work on the implementation of social guarantees of personnel potential (personnel/commanders), especially during the operation of the legal regime of military condition; within the framework of the middle level/operational – the leadership of NSU to strengthen work in the direction of professional self-realization of subordinate staff, based on the specifics of assigned tasks; within the framework of the micro/tactical level – during «family settings», individual training to strengthen the propaganda of the «man in uniform». Attention is focused on problematic issues that arise at the current stage of the state’s development.
