DIGITAL COMMUNICATIONS INI THE GLOBAL SPACE AND ITS IMPACT ON THE ACTIVITIES OF LOCAL GOVERNMENT BODIES

Abstract

This publication is devoted to such an urgent problem – the role and importance of digital communications in the global space, as well as the impact they have on the activities of local self-government bodies. Thus, the authors first of all interpret the concept of “digital communications”, referring to the Law of Ukraine “On Electronic Communications”, and familiarize themselves with such concepts as “electronic communication “network”, “public electronic communication network”, “electronic communication service”, “electronic communication (telecommunication, electrical communication)”. The theory of generations allowed the authors to pay special attention to the digital person (human digital), for whom digital communications and technologies have become an important part of daily life. In particular, among the characteristic features of representatives of generation Z: digital technologies, personalization, practicality, the syndrome of lost profit, attachment to the virtual economy, motivation, activities based on the principle of “Do it yourself!” Thanks to the latest technologies, this generation communicates in the digital environment at different levels, namely: interpersonal, group and mass. The analysis of the process of creating and functioning of web resources was carried out. Differences of web resources were described according to such classification features as: availability of services, physical location and scheme of providing information. The purpose of using cloud technologies is clarified, the role and importance of web design and graphic editors, the place and purpose of special digital etiquette in the digital environment, the basic principles are highlighted, primarily such as: demonstration of a positive attitude; compliance with the principle of subordination; symmetry; observance of personal boundaries; convenience and saving resources; respect for traditions; conventionality, principle of agreement; safety principle; variability, as well as the principle “Different etiquette – in different communities.” It was analyzed how web resources are protected and information security is ensured, as well as how IT technologies can be used in the public sphere. The authors also pay special attention to the development of e-governance, which ensures the creation of effective, accountable, sustainable and inclusive institutions at all levels, which is foreseen by the Sustainable Development Goals.
