THE MODEL OF DIGITAL GOVERNANCE IN ESTONIA

Abstract

The article examines a comprehensive analysis of the digital governance model in Estonia, which is one of the most successful in the world. Digital governance has become one of the key topics of modern political science, and therefore this study aims to examine the historical preconditions, main factors and stages of the introduction of digital technologies in public administration, as well as to provide recommendations for the implementation of successful practices in Ukraine. The article examines the technological, social, ethical, legal, economic, organizational and innovative aspects of digital governance in Estonia. Estonia, as a former Soviet republic, is an excellent example of successful implementation of digital governance. Despite initial shortcomings compared to Western countries, Estonia has become a European leader in building a digital state and is considered one of the pioneers in its implementation. The main purpose of this article is to analyze the model of digital governance in Estonia. To achieve this goal, the following tasks have been set: to outline the model of digital governance in Estonia; to determine the historical periods of formation of digital governance in Estonia; to identify the main factors and prerequisites for the successful implementation of digital governance in Estonia; to identify positive practices of digital governance with the possibility of their implementation in the Ukrainian digital state. The article applies a qualitative research methodology using a comprehensive analysis of secondary sources, including academic publications, government reports, and media articles. The study also includes a comparative approach, drawing parallels between the Estonian model of digital governance and other countries. The Estonian model of digital governance is a testament to the transformative power of technology in increasing the efficiency of public administration, improving citizen engagement, and promoting economic growth. By drawing inspiration from Estonia’s experience, Ukraine can pave the way for a more inclusive and prosperous digital future.
