ECONOMIC SECURITY AS THE BASIS OF THE DEVELOPMENT OF THE MECHANISM OF PUBLIC MANAGEMENT OF THE REGIONAL SOCIOECONOMIC SYSTEM

Abstract

The analysis of various points of view and approaches to defining the essence and content of economic security as a basis for the development of the mechanism of public management of the regional socio-economic system was further developed, which made it possible to propose an author’s definition of the concept of «economic security of the region», under which it is proposed to understand such a state of security of the socio-economic system of the region from external and internal threats, which ensures its progressive development, as well as detection, prevention and neutralization of negative consequences, implementation of vital needs of the population, including in the presence of adverse external and internal factors. It was determined that the economic security of the region as a complex systemic concept includes a number of the most important elements: – conditional economic autonomy, which means the need to reach such a level of regional production efficiency and product quality that ensures economic competitiveness and enables market subjects to participate on an equal footing in cooperative relations, international and regional exchanges; – strategic stability of the regional economic system, which provides for the presence in the region of favorable conditions for entrepreneurial and innovative activities, as well as guarantees of containment of negative factors and elimination of barriers capable of destabilizing the situation in the economy and society; – the ability of the regional economy to self-develop and progress, to create a favorable investment and innovation climate, to modernize industrial and agricultural production, to increase labor productivity, etc. In other words, the economic security of the region includes a number of components, namely: financial, social, personnel, resource, industrial, innovation security, etc. The regional economy itself has the main systemic properties and is a complex, open, non-linear system consisting of many interconnected subsystems and complex connections between them, a hierarchical structure and characterized by the dynamics of elements. The essence and content of the processes of self-organization of regional economic systems, as well as the processes of functioning and development of the region as necessary components when considering the problems of ensuring the economic security of the region, are considered. The region was considered from the standpoint of a system-self-organizational approach, the choice of which is determined by the complexity and variety of interactions of various factors affecting the development of the region. The study of the processes of functioning and development of the regional economy is based on structuring, that is, the allocation of subsystems, the interdependence and joint functioning of which determines the dynamics of the region’s development.
