PUBLIC ADMINISTRATION IN THE MILITARY SPHERE OF UKRAINE DURING THE 1991–2014 PERIOD

Abstract

In the publication, the author, on the basis of literature and legislative documents, reveals the specifics of the situation that developed in the military sphere after the declaration of independence of Ukraine in the period from 1991 to 2014. The key stages of the formation and development of the Armed Forces of Ukraine are analyzed, in particular, the transition from the Soviet model to the attempt to create national armed forces The issue of changing the military structure, technical equipment, personnel policy and challenges faced by Ukraine in the conditions of political and economic changes were considered. It was noted that in addition to nuclear disarmament (Budapest Memorandum), Ukraine also carried out conventional disarmament and reduction of the personnel of the troops. During the first twenty years of independence, the country eliminated a significant amount of conventional weapons, from strategic bombers to old ammunition and mines. At the same time, there was a reduction in the number of the Armed Forces – all this continued until the start of the Russian-Ukrainian war in 2014. During the presidency of Yanukovych, military management bodies and combat units of the Armed Forces were systematically destroyed, and Russia disappeared from strategic documents as a potential enemy. The economic crisis in Ukraine in the 1990s had a significant impact on the Armed Forces. One of the most acute problems in the process of formation of the Armed Forces of Ukraine was the problem of the Black Sea Fleet. The purpose of the publication is to characterize the state administration in the military sphere during the period of independence of Ukraine (1991–2014).
