VOLUNTEER MOVEMENT AND CIVIC PARTICIPATION IN UKRAINE: FROM MOBILIZATION IN WAR TO THE ROLE IN POST-WAR RECONSTRUCTION AND STRENGTHENING INSTITUTIONAL RESILIENCE

The article examines the evolution of civic participation and the volunteer movement in Ukraine in 2014–2025, their role in strengthening the institutional resilience of civil society and preparing for post-war recovery. It is shown that civic activity in wartime conditions contributed to the formation of new models of interaction between citizens and the state, and also ensured the mobilization of material, informational and social resources of society. Particular attention is paid to the analysis of the transformation of volunteering from spontaneous and local initiatives in 2014 to organized structures capable of performing systemic tasks in the field of defense, humanitarian aid, reconstruction and development of communities.The process of professionalization of volunteer activity, which turned out to be a necessary condition for the functioning and institutionalization of the volunteer movement, is analyzed. The role of digital technologies and online platforms, which significantly increased the effectiveness of communication, coordination of actions, fundraising and implementation of socially important projects, is highlighted. Examples of successful initiatives that have become symbols of solidarity and mutual assistance are considered, as well as examples of partnerships between volunteers, government agencies, business and international organizations. The significance of the potential of civil society in the post-war reconstruction of the country, ensuring social cohesion, integration of affected groups and, in general, further approval of democratic practices is emphasized. The article combines theoretical approaches, analysis of sociological data, examples of specific practical experience in studying civic participation. It is emphasized that the phenomenon of Ukrainian volunteering is due to both historical and cultural factors, which is associated with the traditions of collective action, and modern processes of digitalization of society. It is emphasized that civic activity in Ukraine is a unique example of a combination of traditions and the latest tools, which creates the basis for the development of civil society and its significant role in the country’s progress and integration into the European space.
