INTERACTION OF GOVERNMENT BODIES AND PUBLIC ASSOCIATIONS IN PROMOTING THE INTEGRATION INTERNALLY DISPLACED PERSONS IN THE TERRITORIAL COMMUNITIES UNDER THE CONTROL OF UKRAINE

Abstract

The full-scale invasion of the Russian Federation into the territory of Ukraine led to the occupation of part of its territory, the destruction of industrial and social infrastructure, and the housing stock, which forced millions of Ukrainian citizens to leave their homes and migrate both within the country and abroad. In the host territorial communities, internally displaced persons (IDPs) faced a number of problems of a socio-economic and humanitarian nature, which are trying to be solved by the joint efforts of authorities and public associations with the involvement of business structures, as well as with the help of international and charitable organizations. The problem of employment of displaced persons was particularly acute, exacerbated by the growing socio-economic crisis against the backdrop of the war and the acute shortage of material and financial resources in many territorial communities.In addition, the agenda included solving the housing and humanitarian problems of IDPs.Problematic aspects of internal integration of IDPs, provision of housing, humanitarian and social assistance to this social group through the synergy of government, civil society and business are analyzed. Emphasis is placed on the fact that a large part of IDPs, due to the loss of housing, other property and for other reasons, plan to stay permanently in the host communities, which will increase the burden on local budgets, housing stock and social infrastructure, etc. A prominent place is given to the analysis of the problem of employment of IDPs in host communities, involvement of local business structures in creating jobs for displaced persons. Recommendations were made on optimizing the cooperation of local authorities, public associations and businesses on the integration of IDPs into territorial communities controlled by Ukraine.
