INTERNATIONAL AID AS A RESOURCE FACTOR FOR ENSURING NATIONAL SUSTAINABILITY: A MANAGEMENT ASPECT IN THE CONTEXT OF UKRAINIAN EXPERIENCE

Abstract

International aid is a strategic resource factor that directly affects the level of national stability. The scientific problem includes the need to analyze the characteristics of the process of implementing international aid as a resource factor, determine the characteristics of institutional transformation, analyze the main effective areas of international support (financial, grants and technical assistance, investments and deepening economic cooperation). The purpose of the article is to substantiate international aid as a factor of national stability and security in the conditions of martial law in Ukraine. It is determined that international aid has enabled Ukraine to fully provide social expenditures, freeing up internal financial resources for priority allocation to the security and defense sector. Management mechanisms for attracting, distributing and monitoring the use of external resources in the conditions of security challenges are determined, which will be useful in the realities of martial law in Ukraine. Analysis of the advantages of international support indicates a significant variability of its mechanisms – from grant resources and concessional loans to technical assistance instruments. Such multi-vector sources ensure the complexity of capital attraction and high adaptability to the current needs of the state. The defining priority in this process is the integration of international resources into national strategic projects, which is a fundamental condition for sustainable socio-economic progress and strengthening national resilience. It is substantiated that the key emphasis is shifting towards the implementation of adaptive mechanisms for coordinating complex multilateral initiatives, which allows for a flexible response to the dynamic challenges of the global environment. It is revealed that the effectiveness of external support determines not only its volume, but also the ability of the state to implement adaptive coordination mechanisms and focus efforts on building local potential. It is the synergy of international financial instruments and the institutional capacity of communities that builds a reliable foundation for long-term progress even in difficult security conditions.
