PECULIARITIES OF ECONOMIC COMMUNICATION OF SMALL AND MEDIUM BUSINESS, EXECUTIVE AUTHORITIES, LOCAL GOVERNMENT AND CIVIL SOCIETIES

The article states that the main purpose of communication between entrepreneurs and representatives of local self-government is the development and promotion of entrepreneurial culture. The sphere of entrepreneurship provides both jobs and a significant contribution to the gross domestic product of Ukraine and provides for intersectoral dialogue with representatives of government, business and the scientific community. The analysis of communication between executive bodies, local self-government, public organizations and medium and small enterprises at the regional level has been carried out. The structure and effectiveness of Poltava enterprises by size have been studied. The biggest obstacles to running a small and medium business are listed. The list of plans, programs and strategies for the development of small and medium enterprises in Poltava is given. The scheme of communication between the executive authorities and small and medium-sized businesses during the COVID-19 pandemic and the Russian invasion of Ukraine is presented. Complaints of entrepreneurs concerned not only the lack of information during the war, but also the lack of any algorithm for action in an emergency. Entrepreneurs in crisis conditions can’t pay taxes, lack of working capital, use of the state apparatus: lack of a reliable judicial system, low purchasing power of the population, insecurity of private property, raiding, etc. Work on the creation of an industrial park in Poltava will also improve communications. The most successful will be the work on the principle of public-private partnership, which will involve business in targeted projects to stabilize the economy and restore infrastructure. Effective cooperation will contribute to the development of Poltava as a hub for the development of Ukrainian territories. In general, the main areas for improving communication between the executive and small and medium-sized businesses will be: coherence of programs and information legislation; regulation of activities with the dissemination of information on the Internet; building strong government-business links and training of officials.
