THE ROLE OF INTERNAL FINANCIAL AUDIT IN SHAPING THE SOCIO-ECONOMIC POTENTIAL OF STATE-OWNED ENTERPRISES

The article is devoted to an in-depth analysis of the role of internal financial audit in shaping the socio-economic potential of state-owned enterprises in Ukraine. The study emphasizes that under modern conditions of economic turbulence, military challenges, and institutional transformations, internal financial audit becomes a crucial instrument for ensuring transparency, accountability, and efficiency in the management of state property. The essence of economic, social, and socio-economic potential is revealed as the fundamental basis for sustainable development, competitiveness, and the performance of social functions by state enterprises. The purpose of the study is to substantiate the importance of transforming internal financial audit from a formal control mechanism into a strategic management tool capable of supporting the sustainable development of state-owned enterprises. The research employs methods of system analysis, comparative analysis, generalization, structural-logical modeling, and normative evaluation to identify weaknesses in the existing internal audit system and determine effective approaches to its modernization in line with European standards and best practices. The article takes into account the findings of the international SIGMA program, which highlight major deficiencies in the internal audit system of Ukrainian state enterprises: limited independence of audit units, underdeveloped risk-oriented approaches, formalism in documenting results, and insufficient monitoring of the implementation of recommendations. It is emphasized that overcoming these shortcomings requires improving the planning and risk assessment processes, strengthening the independence of internal audit departments, and developing mechanisms for ad hoc audits and systematic follow-up monitoring. The proposed modernization of the internal audit methodology - based on the integration of risk-based management, transparency principles, and compliance with EU standards - will enhance the efficiency and accountability of state-owned enterprises. It is concluded that an updated internal financial audit should perform not only a control but also a consultative and managerial function, thereby contributing to the effective realization of the socio-economic potential of state-owned enterprises and supporting the overall stability and competitiveness of the national economy.
