STRATEGIC VECTORS AND IMPLEMENTATION INSTRUMENTS FOR THE GREEN TRANSFORMATION OF UKRAINE’S CONSTRUCTION SECTOR

Abstract

The article explores the strategic directions of the green transformation of Ukraine’s construction sector in the context of post-war recovery. The relevance of the topic stems from large-scale destruction of residential and infrastructure assets, which creates an unprecedented challenge for state recovery policy while simultaneously opening a window of opportunity for reorienting the sector in line with the European Green Deal. The analytical review shows that existing academic and expert publications address technological scenarios of decarbonization, institutional and financial mechanisms, as well as general visions of recovery. However, there remains a lack of an integrated approach capable of combining these elements into a coherent framework. The aim of the study is to identify strategic directions of greening the construction sector of Ukraine and to substantiate a system of instruments for their practical implementation. The article proposes a three-vector model based on decarbonization, sustainable energy, and climate adaptation. The selection of these vectors builds upon international criteria, in particular the six investment requirements formulated by the Buildings Performance Institute Europe (BPIE), and considers Ukrainian scenario-based approaches (“ambitious” and “pragmatic”). Decarbonization entails reducing reliance on fossil fuels and adopting material circularity; sustainable energy involves enhancing efficiency and expanding renewable generation; climate adaptation requires addressing extreme weather risks and integrating nature-based solutions. To operationalize these vectors, a set of instruments is systematized: harmonization of building standards and codes, typical project solutions, nature-based design, financial mechanisms (grants, loans, tax incentives), educational and human capital development, as well as digitalization. The latter includes BIM modelling, digital building passports, smart energy monitoring systems, and IoT technologies for climate risk assessment. In conclusion, the article presents a structured framework that may serve as both an academic and practical guideline for post-war recovery policy. Its value lies in aligning environmental, energy, and socio-economic objectives, and in shaping a comprehensive model for the development of the construction sector that enhances Ukraine’s integration into the European space while strengthening the resilience of local communities.
