EVOLUTION OF MECHANISMS OF PUBLIC ADMINISTRATION OF FORMATION OF UNITS FOR COMBATING EMERGENCY SITUATIONS IN UKRAINE

Abstract

The article analyzes the creation and establishment of mechanisms of public administration of the formation of units for dealing with emergencies in Ukraine. It has been established that in the territory of Ukraine, the units of emergency management have undergone a separate development and are directly connected with the need to introduce measures of state regulation in accordance with the existing, in each historical period, the level of public danger connected with the threat of fires, as well as socio-political and socio-economic development of society. It is noted that the activity of firefighters is not limited only to rescue operations and firefighting, their work is mostly regular training to improve their professional skills, alternation, during which they should be in constant readiness to participate in rescue operations. Regulatory acts were analyzed, which made it possible to determine that with the development of mankind industry was developing, cities and settlements were growing, and with their development, the fire risk of settlements, objects and products increased. There were new and new requirements for providing them with reliable fire safety, creation of technical means of fire fighting, increase of personnel of fire protection, organization of their professional training, etc. At each stage of society’s development, the normativelegal acts on providing the mechanisms of state management of fire safety of society and the state as a whole were improved. It has been determined that the use of aircraft capable of striking the rear of the enemy in combat operations caused the need to protect large cities from air strikes. Along with the active measures of air defense carried out by the military, the population itself became involved in the activities aimed at protecting the population and industrial objects from air attack and eliminating their consequences. This led to the creation of a local air defense system that relied, in the performance of its tasks, on the civilian population. The first local air defense measures were taken during World War I after aerial bombardment of cities by German aviation.
