FORMATION OF THE INSTITUTIONAL CAPACITY DEVELOPMENT MODEL FOR MUNICIPALITIES

The purpose of the paper is to substantiate the approach to formation of the institutional capacity development model for municipalities and to define its main elements. Methodology. The results of theoretical and empirical research by domestic and foreign scientists, international organizations (European Commission, Organization for Economic Cooperation and Development, World Bank), consulting companies (Accenture, McKinsey, PricewaterhouseCoopers), projects and programs (DOBRE, Municipal Capacity Development Program and etc.) on the development of institutional capacity of public authorities, their human resources and organizational culture, as well as research on models formation of performance management and institutional capacity development for municipalities were used to substantiate the proposals. Scientific novelty. The approach to formation of the institutional capacity development model for municipalities based on the balanced scorecard model adapted for the public sector is substantiated. Its application provides the following advantages: aligning the mission, vision, strategy of the authority development and the desired results of its activity; capacity to focus on longand medium-term goals, as well as financial and non-financial criteria; combination of target and system- resource approaches to ensure the efficiency of the use of environmental resources; ability to diagnose the state and determine progress according to three dimensions, namely organizational, process, and individual (or team) in the context of ensuring conditions for implementing changes, innovations and the sustainable development; improving the quality of budgeting and more efficient use of funds according to the program and target approach; ability to manage risks under uncertainty. Conclusions. The institutional capacity development model for municipalities should contain the following basic elements: 1) strategies and programs; 2) training and development of human resources; 3) interaction with residents of the territorial community and other stakeholders; 4) financial management; 5) development of internal systems and processes. Important conditions for this model implementation are the leadership of senior executives, a favorable organizational culture and adequate information provision. To solve the problems of the institutional capacity development of municipalities, it is advisable to use the designthinking methodology.
