Abstract

The process of decentralization plays a significant role in the formation of environmental security management mechanisms at the local level. The purpose of the work is to analyze the decentralization of power as one of the key strategies that Ukraine implements in order to improve governance and stimulate regional development. It has been studied that the decision-making process in the field of environmental safety in the context of decentralization of power in Ukraine is extremely important. Methodology – based on the research approach of the foresight to analyze the challenges and opportunities that arise as a result of this process, as well as ways to overcome them. One of the key components of decentralization is the transfer of power from the central to the local level. This means that local authorities receive more powers in decision-making, including in the field of environmental protection and ecological safety. However, this process is accompanied by a number of challenges that need to be addressed, including financial complexity, lack of personnel qualifications, and others. Scientific novelty. As part of the analysis, key aspects of decision-making in the field of environmental safety at the local level were identified. Special attention is paid to the role of the public in this process and methods of involving the public in decision-making. The public possesses important knowledge and experience that can be useful for the development and implementation of effective environmental protection strategies. In addition, the tools and methods used by local authorities to control and ensure compliance with environmental norms and standards are analyzed. These tools include conducting audits, establishing fines for violations of environmental regulations, and involving the public in the monitoring process. Conclusions. It is emphasized that decentralization can lead to inequality in the level of environmental safety between different regions and insufficient qualification of personnel at the local level. It is important to develop and implement effective mechanisms of cooperation between central and local authorities, as well as to involve the public in the decision-making process in the field of environmental safety. This requires the development of clear strategies, the use of modern monitoring and control tools, and the provision of open and transparent information exchange between all stakeholders.
