Abstract

The purpose of the research. The aim of this study is to conceptualise arcade architecture as an innovative paradigm within the logic-structural system of public policy concerning the transformation and development of methodological support services under conditions of educational decentralisation. The proposed concept is introduced for the first time in response to the need for a theoretical renewal of approaches to the institutional design of systems supporting the professional development of teaching staff. Methodology. The study is grounded in regulatory and legal acts in the field of education, analytical documents produced within international technical assistance projects notably DECIDE, SURGe and U-LEAD, as well as contemporary academic publications in the fields of public administration and education policy. Its theoretical foundation lies in systems theory, institutional approaches, and architectural analysis. Structural-functional methods were employed to identify the interrelations among the elements of the methodological service, comparative methods were used to examine preand post-decentralisation governance models, and modelling techniques enabled the development of a conceptual scheme of the arcade architecture. The article presents outcomes derived from the approbation of the author’s dissertation “Public Policy of Transformation and Development of the Methodological Service under Conditions of Educational Decentralisation in Ukraine”. The findings are built upon key principles from public administration theory, systems analysis of educational policy, and interdisciplinary approaches to institutional design. The methodological basis is further shaped by the juxtaposition of classical and post-structuralist models of administration in the context of networked interaction, and by contemporary perspectives on the architectonics of institutions under transformational conditions. Scientific novelty. For the first time in Ukrainian academic discourse, the concept of arcade architecture of the methodological service is introduced as a conceptual model that integrates vertical and horizontal levels of governance into an open networked structure, equipped with adaptive capacity in response to crisis conditions. It is demonstrated that such architecture enables the methodological service to function as a flexible managerial subsystem in contexts of uncertainty. Furthermore, it is argued that traditional monolithic institutional models generate multiple conflictogenic factors and fail to meet the transformational imperatives of the methodological service under decentralised educational governance. Conclusions. The study proposes a typology of the elements constituting the arcade architecture of the methodological service and elaborates the logic of their integration into public education transformation policy. Criteria for architectural effectiveness under conditions of decentralisation are formulated. A block diagram is developed, illustrating the interrelations between the normative, strategic, and operational subsystems of the methodological service. It is substantiated that the implementation of the arcade model enhances the adaptability of the methodological service, strengthens its capacity for strategic forecasting and effective resource planning, and increases its influence on the shaping of local education development policies.
