Abstract
The article examines the features of democratic reforms in the former Soviet Union. It is analyzed the impact of statehood
on the success of the democratization of society. It is noted that the collapse of the Imperial formation has identified several factors that influence the state-building processes. First, can be named formal (integration into supranational structures) and informal (transition under the impact of new centers of
power) inclusions in international processes as independent actors. New independent States with a low degree of state consistency
(Georgia, Tajikistan, Kyrgyzstan, Uzbekistan, Moldova, Azerbaijan, Armenia), together with the acquisition of the new status of a state member of the United Nations received a new responsibility in the form of an independent territory management, without Union leadership, power, material, natural
resources and relatively rational distribution on the territory of the USSR. The second factor that determined the relatively high degree of state consistency of post-Soviet States was the characteristics of their historical development. Russia, Lithuania, Ukraine and Georgia not just have the experience
of independent existence as States or close to them geographically and political formations, but they were the subjects that absorb and / or attract other elites.
