The article analyzes the peculiarities of the formation of civil society as a socio-political phenomenon. It is noted that the philosophical definition of «civil society» was introduced into the scientific theory by Apictotel, who notes that true citizenship exists only where the educational authority acts in of the common good, i.e. in money, which Apictotel calls correct. It is indicated that in the period of the New Age, the Age of Awakening, the outstanding Italian thinker N. Machiavelli formulated a theory according to which civil society looked at it as a whole There were intellectuals – clansmen, men, and women, but in such a society there were no guidelines for democracy. It is emphasized that the majority of modern researchers agree that the concept of civil society is a non-political part of the social system. Second, the civil society of each country evolves over time and has certain regional and national characteristics. Thirdly, the civil society is a part of the social (social) phase of social life and is inherent in every country, however, it has late «terms». and determine the emergence of certain political regimes. It is emphasized that civil society is a form of communication, interaction, spontaneous organization and communication of free individuals in the face of voluntarily formed associations, such as and protected by the necessary laws from direct interference and regulation on the part of the state and in which civic values prevail. Emphasis is placed on the fact that the phenomenon of «civil society» is formed under the influence of topical, structural and cultural factors and, accordingly, the combination of these components in: co-genetic, cultural-ectopic and political-economic features, which gives rise to the original model of civil society.
