TRANSFORMATIONAL VECTORS OF UKRAINE IN 2022–2025: INSTITUTIONAL SHIFTS AND MANAGED RESILIENCE

Abstract

The paper synthesises Ukraine’s 2022–2025 institutional shifts and conceptualises managed resilience as a target public policy regime that couples legal reforms, macro-financial tools, digital platforms and service- continuity networks. Objective: to explain the transition from ad-hoc crisis management to governed resilience via EU accession milestones (opening of negotiations and completion of bilateral screening), the rollout of the “Ukraine Facility” and the “Ukraine Plan”, the restoration of public e-declarations, the Administrative Procedure Law’s entry into force, the scaling of “Diia/Trembita”, and the emergence of continuity services such as “Power Banking”. Methodology blends institutional and systems analysis, norm-centred implementation assessment, comparative review of EU/IMF/OECD reports, and case studies of digital government, public finance and continuity networks. Scientific novelty lies in framing resilience as a governed condition engineered through instruments: general administrative procedure; programme-based financing (Ukraine Facility, EFF); open and donor-compliant procurement; interoperable registers; e-accessibility standards; public energy/connectivity back-up networks. We propose an architecture of managed resilience reducing transaction costs and increasing predictability and local recovery capacity. Practical value includes an indicator matrix aligning reforms with negotiation clusters; templates for local “service passports” with by-default digital KPIs; and a continuity roadmap for one-stop shops, primary care and utilities; plus “municipal investment windows” with donor-compliant contracts. Conclusions: 2022–2025 mark a turn from fragmented crisis response to governed resilience built on EU accession, macro-financial frameworks, digital government and transparent markets; further progress requires institutionalising PFM/MTBF, safeguarding anti-corruption independence and mainstreaming continuity standards at community level.
