Abstract

The purpose of the work. The purpose of writing this article is to comprehensively reveal the conceptual problems of modern mechanisms of public service personnel management and outline ways to increase their efficiency and effectiveness in the context of European integration.
Methodology. In order to create an effective mechanism for managing public service personnel and increase the efficiency of its activities, the need to develop a comprehensive system of organizational measures that includes: implementation of basic rules of law; ensuring the rights of civil servants to professional development; resolving issues related to the legal, social and organizational status of a civil servant; introduction of legal norms governing career planning, conducting qualifying exams.
Scientific novelty. Priority is given to the adoption at the state level of the “Concept of State Personnel Policy of Ukraine” with the use of modern personnel technologies, modernization of personnel services of state bodies, training and reform of the remuneration of civil servants. It is emphasized that the Concept should define a system of views, starting points and ideas that will reveal the general methodological approaches and organizational technologies in personnel management, the basics of personnel work.
Conclusions. Emphasis was placed on the expediency of adopting the laws “On Social and Legal Protection of Civil Servants”, “On Professional Education of Civil Servants”.
It is emphasized that in modern conditions it is necessary to modernize the structure and content of the personnel services of public authorities, as their activities largely depend on the effective use of human resources. Restructuring of human resources services should be carried out in the following areas: ensuring a comprehensive solution to the problems of quality formation and effective use of human resources based on the management of all components of the human factor; introduction of active methods of search and improvement of personnel training planning.
