CURRENT PROBLEMS OF LEGISLATIVE SUPPORT OF THE SECURITY AND DEFENSE SECTOR IN ACCORDANCE WITH NATO STANDARDS

The purpose of the research. In the article examines current problems of legislative support of the security and defense sector in accordance with NATO standards.
Methodology. The study began with a comprehensive analysis of management in the sphere of national security, topical, urgent problems of regulatory support of the security and defenses sector. This was intended to search for directions for the development of an effective management system and identify further areas of adaptation in accordance with NATO standards. An analytical analysis of normative acts and works using content analysis, structural-functional, systemic, comparative and abstract-logical methods was taken as a basis.
Scientific novelty. As a result, it was determined that the introduction of NATO standards into domestic legislation is one of the key requirements for Ukraine to receive the NATO Membership Action Plan and further deepen Euro-Atlantic integration with the aim of joining the Alliance. Attention was focused specifically on the issue of performing these tasks. The main one was the implementation of NATO procedures standards in the system of legal and regulatory support governing relations in the security and defences sector. Separately, a significant part of the already worked out and adopted decisions on the implementation of NATO standards was highlighted.
Conclusions. Thus, the number of topical issues of interoperability of legal and regulatory support of the security and defenses sector with NATO standards in the process of standardization and achievement of the state of interoperability of the security and defense sector of Ukraine with the corresponding NATO forces were identified. These are: the correlation of the conceptual and categorical apparatus of the defense sector of Ukraine with that used in the Alliance; upholding the principles of the rule of law and human rights; implementing democratic civilian control of the armed forces; creating an appropriate structure for planning and implementing the defense budget. It was determined that the regulatory and legal legislation in the security and defense sector requires further improvement of compliance with the basic principles of NATO activities.
