PROBLEMS OF ENSURING ECONOMIC SECURITY IN UKRAINE: THE ANTI-CORRUPTION ASPECT

Abstract

Abstract. The object of the article is to study the peculiarities of ensuring the economic security of Ukraine in modern conditions from the point of view of anti-corruption and to substantiate the main measures of the state anti-corruption policy of Ukraine. In accordance with this goal, the result of the research is proposals for the implementation of state policy, which are related to overcoming corruption and ensuring the appropriate level of economic security in the country. Methodology. General scientific and special methods of scientific knowledge were used (in particular, analysis and synthesis - in the study of the concept of ‘corruption’; the method of the systemic approach – for the analysis of the theoretical foundations of the study of the features of ensuring economic security in modern conditions from the standpoint of the anti-corruption aspect). Empirical methods were also used – comparison (analysis and comparison of the Corruption Perception Index in foreign countries and in Ukraine), observation (the activity of entities that ensure the implementation of state policy in the field of prevention and countering corruption in Ukraine was studied). The scientific novelty of the research carried out in the article consists in substantiating proposals for ensuring an appropriate level of economic security based on the implementation of anti-corruption measures of state policy, which are distinguished by the fact that they are based on the analysis of indicators of the Index of Corruption Perception in Ukraine and in foreign countries and their comparison. This made it possible to determine a significant threat to the economic security of Ukraine from the position of a high level of this indicator and the need to justify measures to eliminate it. Conclusions. To overcome corruption and ensure the proper level of economic security in Ukraine, it is necessary to implement a set of actions and measures, іn particular – to implement the regulation of procedures aimed at preventing corruption by employees of public authorities; to ensure effective application of responsibility to those guilty of corruption; demarcate the powers of bodies that carry out anti-corruption activities; to ensure the absence of immunity from corrupt practices for officials, including top-ranking managers; to develop conceptual principles of anti-corruption policy in all spheres of society’s life; to activate the public to oppose corrupt practices; create and ensure constant monitoring of the system of bodies that combats corruption; to ensure the inevitability of responsibility for corrupt acts.
