MECHANISMS OF PUBLIC ADMINISTRATION IN THE FIELD OF DEVELOPMENT OF ELECTRONIC GOVERNMENT: NEW APPROACHES

Relevance of the topic. Today, European integration processes and close international cooperation of Ukraine with international partners determine the expediency of research and analysis of successful foreign experience of administrative and legal support for development in the field of electronic governance. Rapid trends in the development of information and communication technologies, informatization of society require the search for additional ways and new means of improving national legislation, in particular, by borrowing successful foreign experience of administrative and legal support in the field of electronic governance. The goal is to analyze the best practices from foreign experience of administrative and legal support in the field of electronic governance, which will allow to implement the successful experience of foreign states in the studied field into national legislation and use it in Ukraine. Novelty. Digital government can play an important role in building effective, inclusive and accountable institutions to support policy development and service delivery to achieve the Sustainable Development Goals. The 2030 Agenda for Sustainable Development and the Sustainable Development Goals embrace the proliferation of information and communication technologies and global connectivity as having great potential to accelerate human progress, bridge the digital divide and develop a knowledge society. Governments around the world are now recognizing the power of ICTs and digital government to develop and transform government institutions, the public sector landscape as a whole, and their service delivery capabilities. Conclusions: Most countries in the world lack the scientific, technological, economic and educational capabilities to create an information-rich society on par with developed countries. The ability of the state to implement these transformations and take maximum advantage of information technologies is characterized by many dimensions, in particular: the presence and consistency of national policy regarding the processes of informatization, globalization and regulation of the IT and communications industry; the presence of a system for monitoring/analyzing the development of e-government and the information society; the spread of technological literacy in society and government, which will allow working in the conditions of a developed information society; an appropriate set of laws and professional codes that regulate new forms of information relations in the country, etc.
