THE TECHNOLOGIES DEVELOPMENT GENESIS FOR THE PROVISION OF ADMINISTRATIVE SERVICES IN UKRAINE

Abstract

The purpose of the research. The development of the national system of providing administrative services began almost immediately after Ukraine gained statehood. During this period, the technologies for providing administrative services have undergone fundamental changes. The changes were determined at the legislative and legal levels. The changes were also influenced by the reform of decentralization, which significantly expanded the capabilities of local government. The purpose of the work is to study the processes of development of technologies for the provision of administrative services and assess the effectiveness of the adopted changes in technologies, as well as determine the directions for their further improvement and expansion of the capabilities for the provision of administrative services in wartime. Methodology. At different stages of technology development, separate system components were formed. The study is conducted based on an analysis of the adopted Laws of Ukraine, Resolutions of the Cabinet of Ministers of Ukraine, Orders of the Cabinet of Ministers of Ukraine, and the development of regulations. If standard regulations are developed at the state level, then at the local level, they are specified, which allows local capabilities and needs to be taken into account. The formation of technologies and their standardization requires the formalization of individual operations and the automation of information processes. The study involves the analysis of all changes. Scientific novelty. Based on the results of the study, a comprehensive system model of information flows and the distribution of technological operations in the provision of administrative services was built, which made it possible to identify ways to improve the system of providing administrative services, the possibility of reducing the time for providing services by type of service, and improving their quality. The stages of the genesis of technology development are identified, and each stage is described. Conclusions. The national system for providing administrative services is largely formed, but individual operations require unification. In addition, the spectrum of administrative services is not yet fully covered. This needs the development of technological maps for new services. The issue of covering remote settlements with a small population by the system for providing administrative services remains problematic. The software for servicing administrative service centers needs unification. The provision of administrative services for IDPs also remains a complex issue. This creates difficulties in providing administrative services in areas close to the line of combat operations and in occupied territories.
