THE SOME ASPECTS OF THE PROCESS OF SYNCHRONIZATION AND HARMONIZATION OF THE POLICIES OF UKRAINE REGIONAL DEVELOPMENT OF AND EU TERRITORIAL COHESION

Abstract

A modern challenge for the regional policy of Ukraine is the need to develop tools to ensure the readiness of the regional development management system to the best EU practices and procedures in the field of territorial development in the context of the continuation of Ukraine’s European integration. An important aspect of public administration to address this challenge is to carry out actions to synchronize and harmonize the best practices and procedures of the EU territorial cohesion policy in the field of the development of functional types of territories as a process of updating the Ukraine regional development policy. The implementation of this European integration task will contribute to the approximation of Ukraine’s regional policy to the best standards of good governance of the territorial cohesion policy of the European Union, and the effective implementation of Ukraine’s pre-accession obligations as a candidate for EU membership. Therefore, the purpose of the article is to study scenarios for the introduction of best practices and procedures in the field of development of functional types of territories when implementing strategic planning of regional development of Ukraine is one of the aspects of ensuring the readiness of communities and regions of Ukraine for the best practices and procedures of the EU territorial cohesion policy through the creation of a territorial model for the management of EU funds. Methodology. The proposed study analyzed the source base of regulatory legal documents that form the policy of EU territorial cohesion of the and Ukraine regional development. The structural and functional analysis was used to study the methodology for forming the policy of EU territorial cohesion and the Ukraine policy of regional development, comparative analysis methods were used to determine the types of functional territories, and modeling methods were used to build a conceptual strategy for creating a functional urban territory as a territorial model for managing EU funds. The scientific novelty lies in the disclosure of the modern European integration process of synchronization and harmonization of EU territorial cohesion policies and regional development policies of Ukraine through the application of the practice of creating an urban functional type of territories as the best methodology and procedure of the European policy of interstate management of territorial development in the context of the continuation of Ukraine’s European integration. Conclusions. The article explores the essence of the European integration process of synchronization and harmonization of EU territorial cohesion policies and regional development policies of Ukraine, proves the need to develop a toolkit for implementing best practices in supporting and developing functional types of territories in the EU territorial cohesion policy to renew the regional development of Ukraine in the context of European integration, and proposes measures for strategic planning of the development of the urban functional type of territories as a territorial model of multilateral governance and cooperation of Ukrainian communities with the aim of their participation in EU projects and programs.
