PUBLIC ADMINISTRATION MECHANISMS FOR ENSURING THE ECONOMIC SECURITY OF TERRITORIAL COMMUNITIES OF UKRAINE UNDER MARTIAL LAW

Abstract

The purpose of the research is to substantiate the theoretical and methodological foundations and practical public administration mechanisms for ensuring the economic security of territorial communities of Ukraine under martial law. The research methodology is based on systemic and institutional approaches, general scientific methods of analysis and synthesis, comparative analysis of academic works in the field of financial and economic security, as well as analysis of legal acts defining the powers of public authorities in wartime. The scientific novelty lies in clarifying the concept of “economic security of a territorial community” as an integral characteristic of the resilience of the local financial system, institutional capacity and ability to recover under prolonged war-related threats, and in proposing an original model of public administration mechanisms for communities’ economic security. The model includes four successive phases – “stabilisation – adaptation – recovery – development” – and the interaction of four governance domains: legal and regulatory, institutional, fiscal and budgetary, and digital-analytical. Conclusions. It is proved that the economic security of territorial communities is a key precondition for maintaining territorial governability, supporting critical infrastructure and exercising local self-government powers under martial law. It is substantiated that the current legal framework creates general conditions for shaping economic security policy at the local level, but requires further specification of indicators and instruments for supporting communities with different levels of war damage. The article shows the role of tax revenues, interbudgetary transfers, debt and investment instruments, as well as digital monitoring systems in strengthening the resilience of local finances. The main directions for improving public administration of economic security of territorial communities are formulated, including risk-oriented budgeting, expanding inter-municipal cooperation, institutionalising digital analytical platforms and enhancing citizen participation in decision-making.
