STRATEGIC PLANNING IN CONDITIONS OF UNCERTAINTY: ADAPTATION TO CHANGES IN THE PUBLIC SECTOR IN UKRAINE

Abstract

The article reveals the role of strategic planning in conditions of uncertainty and instability in the public sector of Ukraine. It examines how strategic planning can be adapted to changes and contingencies in order to ensure effective management and achieve development goals. The role of management in adapting strategic planning to changes is also analyzed. Attention is paid to leadership competence, the ability to think strategically and make decisions under conditions of uncertainty. A general overview of the topic is established, highlighting the relevant aspects of the adaptation of strategic planning to changes in the public sector of Ukraine. Concepts and methods aimed at adapting strategic planning to changes, such as flexible approaches, scenario planning, strategies for responding to crisis situations, are clarified. Special attention is paid to the role of leadership in managing change and implementing adaptive strategies. The relevance of the topic of strategic planning in conditions of uncertainty for the public sector of Ukraine is emphasized. It contributes to understanding the challenges faced by organizations and government structures, and provides guidance on effective planning and management under conditions of uncertainty. Interest in further research into strategic planning in the public sector in the context of change and uncertainty is identified.
