THEORETICAL ASPECTS OF THE STUDY OF CONTROL AS A KIND OF LEGAL FORM OF INTERACTION BETWEEN CIVIL SOCIETY AND PUBLIC AUTHORITIES

The purpose of the research and generalization of scientific ideas on control as a kind of legal form of interaction between civil society and public authorities. Methodology. The complexity and specificity of the research topic led to the use of a set of methods of empirical and theoretical levels of knowledge, which made it possible to form appropriate theoretical and methodological foundations for the tasks. Scientific novelty. The article analyzes the theoretical aspects of the study of control as a kind of legal form of interaction between civil society and public authorities. The concept of “civil society control over public authorities” has been clarified. It is noted that control is one of the main types of legal form of interaction between civil society and public authorities. Given the diverse approaches to understanding the control of civil society over public authorities, the general characteristics of the category of “civil control” were highlighted. It is emphasized that the control of civil society over public authorities is one of the main goals of improving the effectiveness of certain management decisions made by authorized authorities. The types of civil society control over state authorities have been identified. Conclusions. As a result of the study, the control of civil society over public authorities is defined as activities carried out by civil society entities in the forms prescribed by regulations, monitoring, evaluation and, if necessary, adjusting the activities of public authorities for ensuring their compliance with pre-defined parameters and the purpose of improving the efficiency of such activities. It is established that control is one of the main types of legal form of interaction between civil society and public authorities, aimed at establishing compliance of individual public authorities with the parameters set out in regulations, carried out by many civil society entities, the types of which should be studied.
