ANALYSIS OF BASIC MODELS OF DEVELOPMENT OF PUBLIC ADMINISTRATION IN UKRAINE

Abstract

The article is devoted to a theoretical study of the basic models of the development of public administration in Ukraine, and the structure of the state-building function is analyzed based on the transformational processes of the domestic public administration system under the influence of civilizational changes and globalization challenges. The theoretical provisions of the main models of public administration are summarized. A conceptual analysis of state management and administration in Ukraine today is presented and considered. Features and conceptual features of public administration according to the model of new public administration are revealed. The prerequisites for the introduction and functioning of the principles of public administration in the practical activity of state authorities are clarified, the advantages of administration oriented to service recipients and results are shown. The possibility of increasing the efficiency of public administration based on new public management is substantiated, the place of political control in the concept of modern public management is considered. The article examines the formation and definition of the essence of the sphere of public administration and identifies the main problems of modernization of the functioning of the models of government bodies. The results of the analysis of the mechanism of state administration with public administration trends are highlighted and given, as a step-by-step improvement of the model of public administration with the formation of an effective organization of the activities of executive authorities of various levels.
