CHAMBER OF COMMERCE AND INDUSTRY AS AN INSTITUTION OF CIVIL AND A STRUCTURAL ELEMENT OF THE «GOVERNANCE» SYSTEM

Abstract. The goal of the work. Full-scale Russian aggression makes it necessary to restore the lost economic potential on the basis of the development of entrepreneurship, which largely relies in its activity on the chambers of commerce and industry, which should become one of the main subjects of the economic recovery of the state. Fulfillment of this task becomes possible in the case of constructive cooperation of public management and administration bodies with public organizations within the framework of the «governance» public management system, which is exemplary for Ukraine. To date, we have not yet received a comprehensive review of the public management aspect of the interaction between chambers of commerce and public management and administration. At the same time, the interest in this interaction is gaining relevance again in connection with the tasks of the public-management authorities to rebuild the economy of Ukraine, based on an effective model of interaction with business structures and their business associations. The purpose of the study is to provide a comprehensive description of the Chamber of Commerce and Industry as an institution and a structural element of the «governance» system. Methodology. The need for correction and adjustment of public management processes in accordance with new tasks requires their theoretical justification and the corresponding theoretical and methodological apparatus from the theory of public management, administrative law, economics, sociology. The implementation of this study will also be based on the conceptual apparatus of the theory of new institutionalism, among the analytical tools of which are the concepts of «institute» and «institution». The scientific novelty consists in providing a detailed description of the Chamber of Commerce and Industry as an institution of civil society, which performs the functions of a structural element of the model of public administration «governance» that is exemplary for Ukraine. Conclusions. A comprehensive examination of the Chamber of Commerce and Industry as an institution of civil society and an element of the system (model) of public management «governance» gives reasons to consider this public structure a unique element of self-organization of entrepreneurship. It «vertically» represents the interests of all levels of entrepreneurship – small, medium and large. And «horizontally» covers all spheres of business –industry, domestic and foreign trade, agriculture, the financial system, the sphere of services.
